I'll grant you Ysgrammor is in Nord heaven, that's true.
Regardless, he is still there, instead of "Atmora heaven" where ever that is. Also, pretty sure only devout Nords go there.
After all Tullius falls in battle, but isn't in Sovngarde like Ulfric, Galmor, and Rikke are. Pretty sure it's Nords only.
And yet, Ysgrammor is there. You can meet him in the place.
So, Ysgrammor gets a pass because he believed in Sovngarde? That what you mean?

3rd/4th Eta Dunmer seem more different to the Chimer than 3rd/4th Era Nords to the Atmorans to me.

not really chimer and dunmer are the same culturally and nords and atmorans are quite far removed from each other it that respect

I think he believed in Shor, I think. Or he just died honorably and since Nords are Atmorans 2.0, Imperials are Nords 2.0 almost.
Like Altmer to Aldmer are Nords to Atmorans. One has evolved but are the same as their predeccesors.

My ash post was more biological.
That being the case, the Dunmer are different from the Chimer.
Chimer don't have Azura's 'blessing' as you pointed out, affecting their spirituality.
Not sure about the Ancestor's Wrath bit either. That's pretty Spiritual in and of itself.
Chimer also don't have the 50% fire resist thanks to the Red Mountain's effects.
That would seem to indicate two different beings to me.
